The 83rd International Electrotechnical Commission (IEC) Congress opened in Shanghai on October 21, 2019. This is the third time China has hosted an IEC Congress since 1990 and 2002. Nearly 4,000 representatives from 94 countries and regions, the International Organization for Standardization (ISO), Europe, Pan-American, Asia-Pacific and other international and regional standardization organizations attended the conference.

During the 83rd IEC Conference, the IEC/TC 113 Nano-Optoelectronics Technology Committee plenary meeting was held. Ni Zhenhua, Wang Haomin and Liang Zheng, members of the low-dimensional working group and IEC/TC113/WG8 registered experts, attended the meeting and reported on the project. After discussion and resolution by IEC/TC113 committee, the two projects proposed by the low-dimensional working group (see below) successfully entered the NP (new proposal) stage.

IEC is a global authoritative international organization that formulates and publishes international electrical and electronic standards and formulates relevant conformity assessment procedures. It is known as the world's three major international standards organizations together with the International Organization for Standardization (ISO) and the International Telecommunication Union (ITU). The theme of this IEC conference is "Quality Achieves a Better Life". It will build consensus through the conference, and work with other countries to promote standardization and play a greater role in improving the quality of life and building a community with a shared future for mankind.
