Implement the "Deepening Standardization Work Reform Plan"
Action Plan (2015-2016)

In order to implement the "Notice of the State Council on Printing and Distributing the Reform Plan for Deepening Standardization Work" (Guo Fa [2015] No. 13, hereinafter referred to as the "Reform Plan"), coordinate and orderly promote the standardization work reform, and ensure the first stage (2015-2016) All tasks are implemented, and this action plan is formulated.
  1.Conduct mandatory standard cleanup assessments.Study and formulate a work plan for the integration and streamlining of mandatory standards. In accordance with the scope and principles of mandatory standard formulation, conduct a comprehensive review and evaluation of the current mandatory national, industrial and local standards and formulation and revision plans, and abolish those that are no longer applicable; Propose work proposals for continuation or consolidation of revisions. Carry out pilot integration and revision first in the industrial field, and formulate and publish mandatory national standards with wide coverage and strong versatility. All departments and regions will no longer issue new mandatory industry standards and local standard plans. Formulate management measures for mandatory national standards in accordance with the law, and speed up the review and revision of relevant rules and regulations involving mandatory standards. (The General Administration of Quality Supervision, Inspection and Quarantine and the National Standards Committee take the lead, and all relevant departments and provincial people's governments are responsible according to the division of responsibilities)
For the areas that are otherwise stipulated by laws and regulations and the "Reform Plan" has specified or temporarily managed according to the existing model, according to the existing management responsibilities, and in accordance with the spirit of the "Reform Plan", respectively, carry out the review and evaluation of mandatory standards.   2.Carry out recommended standard review and revision。Carry out centralized review of the current recommended national, industry and local standards, and abolish those that are no longer applicable; if there are contradictions and overlaps between different levels, they will be integrated and revised according to the review results; there is a large gap with international standards, which has lagged behind the industry and technology If it is developed, the revision work will be carried out in batches.   3.Optimize recommended standard formulation and revision procedures。Simplify the formulation and revision procedures of recommended standards, shorten the formulation and revision cycle, and improve the standard quality and formulation and revision efficiency. Strengthen the evaluation of standard project establishment to ensure the quality and coordination of standards from the source. Strengthen the supervision of standard drafting, soliciting opinions, technical review and other links. Improve the filing management of industry and local standards, strengthen the exchange and sharing of information on the approval and release of recommended standards at all levels, and improve the coordination of recommended standards at all levels.   4.Carry out group standard pilot。Research and formulate implementation measures to promote the development and management of standards for scientific and technological academic groups. Do a good job in the pilot work of the society to undertake the government's transfer function in an orderly manner, and encourage qualified societies, associations, chambers of commerce, federations, etc. Standard pilot. On the basis of summarizing the pilot experience, accelerate the formulation of guidelines for the development of group standards and standardization of good behavior standards, and further clarify the group standard formulation procedures and evaluation criteria.   5. Carry out pilot projects for the self-declaration disclosure and supervision system of enterprise product and service standards.Establish and improve a public service platform for enterprise product and service standard information. Research and formulate guidelines for enterprise product and service standard self-declaration disclosure and supervision system, and encourage enterprises to make standard self-declaration disclosure.   6. Strengthen the implementation and supervision of standards。Increase the support of scientific and technological research and development for the development of standards, and enhance the applicability of standards. Establish a standard implementation information feedback mechanism, carry out evaluation of the implementation effect of mandatory standards, and explore the establishment of a statistical analysis and reporting system for the implementation of mandatory standards. Strengthen standard training, interpretation, consulting, and technical services, cultivate and develop standardization service institutions, and promote the development of standardization service industry. Strengthen supervision and inspection and administrative law enforcement in accordance with mandatory national standards, and seriously investigate and deal with violations of laws and regulations. Improve the management of the Standardization Technical Committee.Revise the "Regulations on the Administration of National Professional Standardization Technical Committees", improve the representativeness of the composition of the Standardization Technical Committee, and improve the working mechanism of extensive participation, openness, transparency, consensus, and scientific management.   8. Improve the level of internationalization of standards。Strengthen the management of participation in international standardization activities, and actively participate in the formulation of international standardization strategic planning, policies and rules. Promote Chinese enterprises, industrial technology alliances and social organizations to actively participate in the standardization activities of international and regional standardization organizations and international and foreign advanced industrial technology alliances. Encourage foreign-funded enterprises to participate in standardization activities in my country, and create a more open, transparent and open standardization work environment. Formulate and implement international standardization personnel training plans, and increase the training and introduction of international standardization personnel. Continue to expand the scope of fields involved in international standardization activities, focus on emerging industries and areas with my country's characteristics and advantages, strive to assume more leadership positions and secretariats in technical institutions of international standards organizations, substantially participate in the formulation and revision of international standards, and gradually increase the proportion of leading the formulation of international standards . Increase the tracking, evaluation and transformation of international standards, and continuously improve the level of consistency between domestic standards and international standards.   9. Promoting Chinese Standards to "Go Global"。Focusing on the strategies of "One Belt, One Road", "Made in China 2025", international production capacity and equipment manufacturing cooperation, etc., study and formulate a work plan for "going out" of Chinese standards, and promote the "going out" of standards in key fields such as railways, electric power, steel, aerospace, and nuclear. . Research and formulate standards to connect the "Belt and Road" action plan, and carry out country-by-country analysis of key countries along the "Belt and Road" and comparative analysis and research on bulk commodity standards and energy efficiency standards for end-use energy products. Strengthen the translation and publication of Chinese standards in foreign languages, strengthen mutual recognition of standards with major trading countries, and promote the construction of overseas demonstration zones for agricultural standardization.   10. Strengthen information construction.In accordance with the principle of active, steady and step-by-step implementation, promote cross-departmental, cross-industry, and cross-regional standardized information exchange and resource sharing, and plan and build a unified and standardized national standard information website to provide services to the society. Establish a standard disclosure system, promote the information disclosure, transparency and sharing of government-led standard formulation, disclose to the public the information on the standard formulation and revision process in a timely manner, disclose the full text of mandatory standards to the public free of charge, and study and promote the gradual disclosure of recommended standard texts to the public free of charge.   11. Intensify publicity efforts.Carry out publicity and interpretation of the reform spirit of standardization work nationwide, and organize TV media, print media and online media to publicize the significance of the reform of standardization work. Strengthen the construction of information linkage and sharing mechanism among various departments, strengthen the popularization of major policies and key tasks of standardization, increase the promotion and implementation of important standards, and create a good atmosphere for public opinion.   12. Strengthen the guarantee of funds for standardization work。Finance at all levels should make overall arrangements for standardized work funds according to the actual needs of the work. The funds for the formulation of mandatory standards and recommended standards for public welfare and participation in international standardization activities shall be arranged by the finance at the same level. Explore the establishment of a market-oriented and diversified funding investment mechanism to encourage and guide all sectors of society to increase investment.   13. Strengthen the construction of standardized rule of law。Accelerate the revision of the "Standardization Law of the People's Republic of China", formulate work plans, organize and carry out research on relevant major issues, propose legal amendments, and promote the effective connection between legislation and reform decision-making. Carry out the review and evaluation of the current standardization-related laws, regulations and normative documents, and clarify the key points of establishment, reform and abolition.   14. Establish the State Council's Standardization Coordination Mechanism。Establish an inter-ministerial joint meeting system for the standardization coordination and promotion of the State Council, with the leading comrades of the State Council as the convener and the responsible comrades of the relevant departments as the members. Encourage local reference to establish a corresponding working mechanism.
